My guess is, if they made a vaccine that actually stopped transmission, and was actually intended solely for that purpose, and did not have highly suspicious and possibly variable formulations, what would probably happen is this: 1.) There would be no talk about mandates because would want to take it, 2.) There would be les enthusiasm from the upper execs because the sustained market would be more challenging if the need for endless boosters was a tougher sale. 3.) There would be no coercion or bribes to sell it, and advertising efforts would be reduced. 4.) Demand would be higher than supply and mostly privileged people would have access - it would be made difficult for poor people to get it. 5.) There would be claims that manufacturing for demand is intractable and a modified version would need to be made for poor countries and neighborhoods. 6. Schoolchildren would not be encouraged to get the shot. The same people trying to mandate it to kids now would be arguing that the effective vaccine is not necessary for children because they are not even at risk. 7.) The ingredients would be published transparently because there would be nothing to hide. 8.). Social engineering would focus on envying the vaccinated rather than demonizing the unvaccinated. Fear and loathing of the unvaccinated would not be a viable thing. 10.) Leadership around the world would grow disinterested in the vaccine early and look for other things that scare people better.
