True, but they only used 6 to 10 people for that fake event. I know for sure that these mass shooting events with lots of crisis actors have been using them when they know they are going to pull it off in an area that normal people can just walk into their phony show. Utah Mall, Christchurch, and the Westgate Mall shooting just recently all used these same color coded clothes to identify roles.
