If money is needed, as long as it “approved” through the “proper channels”, the Federal Reserve declares that branch banks have the requisite amount of money to loan out, loans are made to other banks, and the principle (which never existed) is owed back with interest. The “money” is created in the attempt to pay it back with interest, by people working. The Libyan government could actually just declare that hospitals shall treat people who need treatment. “Money” could be provided for the service as a promise that the “money” provided is suitable tender for buying food from those capable of producing it and housing from those capable of providing it. If those parties agree that the “money” is valuable, because other businesses also accept it, then the problem solves itself by people simply agreeing.
