Metabunk has it wrong. The sign was in place on Dec 13th - the day of the dress rehearsal at the Fire station in order to process participants for the Dec 14th fake shooting. It was moved out of the way on Dec 14th so it would not be captured in a CNN TV camera. The sign was made visible again on Dec 15th but the scene with Gene Rosen appears to have employed a green-screen with file-footage of the sign in the background.
