Maybe the reparations bill falls into the universal basic income agenda. African Americans who can prove their ancestors were slaves, won’t have to participate in the workforce, which will create a void and many jobs for others that will not get a free annual income. If they do not move and stay in town then that income will be taxed and possibly improve your cities budget. It may reduce crime and open the doors for higher education for them.
