Seems to me they would want to first imply that they are going to punish only the unvaccinated. That will help solidify the “we are better than them” sentiment amongst the “vaccinated”. Then, they will need to claim that the situation, because of the unvaccinated, has gotten so out of control that everyone must be punished relentlessly until the unvaccinated come around and “do the right thing” and get vaccinated. Then the good people can really hate “the other” because they are vested and they are being punished on their behalf. Community punishment is the way to go here.

I’ve been hearing that catch phrase too & recall the exercise clearly as AAFB isn’t too far from where I was living at the time. Dk if you’re familiar w/Celeste Solum, who used to work for FEMA, but she’d disclosed (about a year ago) that there would be bioterrorism attacks. I also can’t help but feel that the power grid will intentionally be targeted & will be blamed on a cyber attack, but the infrastructure has been in need of repairs for quite some time & very little, if anything, has been done to improve or even replace what’s there. I don’t feel there’s been any test runs, I just think we’re going to keep getting hit with different events. I hope I’m wrong, but not counting on it.
